I've never been big on garage sales but I might have to change my habits. All this for UNDER $20. If I'd been there 5 minutes earlier I could have gotten a Gen II with hook ups and two Sega control pads for $10.

Go to Magenta, the town in the top middle, and then get to the docks. Go into the top boat shop and open the chest. When you exit the shop, the chest will reset. So, go back in and open the chest again. Continue this until you have enough money/gold/items.

I found some pretty awesome stuff at garage sales last summer (including a TurboGrafx-16 with 3 controllers, 9 games, a TurboExpress and a TV tuner all for $10). Unfortunately it's winter now and so nobody is having sales. I've got to rely on resale shops, and they are absolutely horrible for finding games. I can't wait for spring.

This one time I went into a thrift store and bought 30 mega drive games for £10 (just under $20) the games I can still remember getting were Dynamite Heady, Thunderforce 4, Rolo to the Rescue, Tasmania, Rocket Knight Adventures, Ecco the Dolphin, Puggsy, Bubba N' Stix, Earthworm Jim, Cool Spot, those are all I can remember, that was one of my best buys I think.
