Naw, it was one of the last Dreamcast games to be developed in house. It's called Segagaga, and the subtitle is "Sega Simulator." Basically it's an RPG set in the future where SEGA only has 3% of the market share, and (from what I understand) you have to go around to different development houses and get new games completed, etc.
You can read about it here. It has a bunch of cameos of SEGA characters and various game types. It was essentially a love letter to fans. Damn I wish it had been released here!
This is truly God's game.
I would be happy if someone just hacked out the RPG parts to make the non-language-essential parts (shooter part, for instance) playable as a standalone game. I mean, fighting a Sega Genesis/SCD/32X battleship as a boss? come on, awesome!
PS: now you know why they call it blast processing.
